Flowers can be left in permanent containers all year long and may be left on graves throughout the winter season.

1. What are property pins?

Property pins define the four corners of a lot. They are 0.5- or 5/8-inch rebar planted in the ground and most of them are only six inches deep.

2. When do I have to have a building permit?

4. What is the setback for a shed in the backyard?

A shed must be six feet away from both the rear and side lot lines.

7. How much will a building permit cost?

The cost varies based on the project. Signs, Fences, Carports, decks, sidewalks, pools, demolitions, and other out buildings are $10.00. Garages, commercial buildings, alterations, and/or additions have a base charge plus a charge per square foot. Contact the Code Enforcement Officer to get an estimate.

8. How long will it take to get a building permit?

After receipt of your completed permit, the Code Enforcement Officer has two weeks to issue the permit.

9. Can homeowners submit their own drawings with a building permit?

Yes, sketches by hand are acceptable for all building permits. Please include dimensions and directions.

10. How do I check the status of my permit?

11. How will I receive my permit?

Your permit will be mailed to the address provided on your permit.

12. What type of payment does the City of Minden accept?

The City of Minden accepts cash, money orders, and checks. Credit and/or debit cards are not accepted.

13. How close to my property lines may I build a house, shed, garage, or carport?

All structures must be at least 6' from the property lines. For exact specifications, please review the online Municipal Code

14. Where can I put a fence on my property?

A fence can be built in the front, side, and rear yards and must meet vision clearance requirements. Fences cannot be outside of your property lines.

15. Can I run a business out of my home?

Yes, as long as there is no signage on the property nor outside storage of equipment. State licensed child daycares are allowed in the Residential 1 districts. Please check with the code enforcement officer for further details and/or refer to Sec. 94-66 of the Municipal Codes

16. How do I locate my property pins?

The property pins are about 6” underground in the corners of your property. Property owners are responsible for locating their own property pins. The City of Minden does not locate property pins on private property.

17. What is the process when code violations are found?

A letter is sent to the residents and/or owners notifying them of the violation and a time limit is given for compliance. If contact isn’t made with the Code Enforcement Officer or no visible changes are made, then another notice is hand delivered or sent certified. The City of Minden will take appropriate actions to clean-up the property if not done by the residents and/or owners.

18. Who is responsible for sidewalk snow removal?

The owner of any lot is responsible for keeping the sidewalks along his lot free of snow and ice.

19. When would a variance be needed?

A variance is needed if you want to put up a new structure other than a fence on a substandard size lot.

20. What is the variance process?

The variance process can be lengthy. It requires several meetings of various boards and publishing of their meetings in advance, etc. Please check with the Code Enforcement officer for more details.

21. What are the dimensions of a standard size lot?

A standard size lot is 66’ by 120’. Anything smaller than the previous dimensions is a substandard lot.

22. Who do I call before digging?

2. What is the process for deposit refunds?

A residential customer must make 12 payments in a row by the 10th of the month and then all but $20 of the original deposit will be refunded to their utility bill. The $20 will remain on the customer’s account until they move out of Minden. A deposit of $300 or more is only refundable when the customer leaves the City of Minden. The billing software will automatically recognize when a customer has a good payment history and apply the refund. Customers may make inquiries to 308-832-1820.

Business deposits are only refunded when the business no longer has utilities with the City of Minden. Landlord deposits are non-refundable until the landlord no longer owns any properties in Minden.

3. What is the cost of an extra trash pick-up?

The cost of an extra pick-up is $15 for residential pick-ups; the fee for extra commercial pick-ups depends on the dumpster size. Call the city offices at (308) 832-1820 for additional information.

4. What if my garbage collection day falls on a holiday?

A resident within Minden's city limits is allowed to have three dogs.

8. What breeds of dogs are not allowed within Minden city limits?

According to Ordinances 901 and 1142, pit bulls - including any of the dogs commonly referred to as the pit bull dog, the American pit bull terrier, and the American Staffordshire terrier - are not allowed within the city limits. Owners of pit bulls will be given notice to remove their dog.

9. What is the rule on parking trailers on the streets?

The Minden Municipal Code states in part that it shall be unlawful for any trailers, licensed or unlicensed, attached or unattached, to be parked on any street or right of way in the City of Minden between the hours of 9:00 pm to 7:00 am on any day of the week.

This prohibition does not apply to licensed trailers being used in the remodeling or new construction of buildings. However, these trailers will only be exempt if the trailer is identified and marked with the name of the contractor or construction company and has affixed to the rear of the trailer at least 100 square inches of reflector tape.

City code also prohibits the parking of any vehicle, truck or trailer in any alley of the City of Minden during any time of the day or night. The only exception to this prohibition is for loading or unloading, but shall not exceed the maximum time of 30 minutes.

1. When is the tree dump and grass clippings dump open and where is it located?

UNTIL FURTHER NOTICE:
The grass clippings and tree branch dumps are NOW OPEN from dusk till dawn every day. There is a pile for each, just look for the signs and please separate accordingly. The City, however, will be forced to revert back to scheduled hours or shut down altogether if any illegal dumping (anything outside of weeds/grass clippings or tree branches) occurs. Please comply so that the dumps may remain open and provide convenient hours for everyone.

Should the dumps have to revert back to a scheduled time, the hours will be as follows:

Tree Branch Dump Hours:
Tuesdays and Thursdays from 4:00 pm - 6:00 pm
Saturdays from 10:00 pm - 2:00 pm.

Grass Clippings Dump Hours:
Monday through Friday from 8:30 am - 4:30 pm
Saturdays from 10:00 am - 2:00 pm.

The dumps are located north of Highway 6 & 34 on 35 Road on the east side.

4. What if my recycling pick-up day falls on a holiday when the city offices are closed?

When a recycling day falls on a holiday, then the recycling pick-up is skipped for that day and is not rescheduled. For more information, view the Events Calendar.

5. What if I forget to put my recycling out?

If your recycling is not out, then you will have to wait for your next scheduled pick-up day.

6. My recycling didn't get picked up, why?

If your recycling wasn’t picked up, it was due to one of several reasons: your recyclables weren’t out by 8:00 am, today isn’t your recycling pick-up day or your recycling didn’t meet our rules. View the Recycling Regulations.

7. What is the best and/or easiest way to separate my recyclables?

We recommend placing each recyclable type in its own sack, box or plastic container. Please label your boxes or containers if they are to be left instead of taken along with the recyclables.

8. Is there a place I can drop off my recycling?

1. What if I didn’t have my trash can out on time or forgot to put it out?

You can call the city offices at (308) 832-1820 to get an extra pick-up for a $15.00 fee for residents or you may wait until the next week.

2. What time does my can need to be out by?

Your garbage can needs to be out by 7:00 am to ensure your garbage is picked up.

3. Can I put yard waste in my garbage?

No, yard waste cannot be put in your garbage can. Only household trash is accepted.

4. Can I put construction materials in my garbage?

No, construction materials are not accepted.

5. What is the cost of an extra trash pick-up?

The cost of an extra pick-up is $15 for residential pick-ups; the fee for extra commercial pick-ups depends on the dumpster size. Call the city offices at (308) 832-1820 for additional information.

6. How do I rent a dumpster?

Call the city offices at (308) 832-1820 to arrange for dumpster delivery, pick-up and emptying.

7. When will my dumpster be delivered, emptied or picked up?

The sanitation truck’s priority every day is to pick up trash from the customers on the day’s route. After that is finished (usually around mid-afternoon) dumpsters will be delivered, emptied and picked up. In the event that the trash truck is delayed, the dumpsters will be handled first thing the following day.

8. Why do I have to have trash pick-up at my residence and/or business?

Resolution No. 1457 states that the location of each water and/or electrical meter shall constitute a separate residence location and/or business establishment for the purpose of responsibility for garbage charges. The following are exceptions:

• Storage buildings on the property or adjoining property owned by the same person which may be used in a commercial enterprise shall be charged a single residential rate
• Storage buildings on the property or adjoining property owned by the same person that are being used in a commercial enterprise shall be charged a single commercial rate
• Storage facilities, private or commercial, not on adjoining property shall be charged $2.50 per month
• Separately metered grain dryers and irrigation meters shall not be charged a garbage rate
• All other metered locations having multiple meters or multiple locations shall be charged for garbage collection

9. Where do I put my trash can on my collection day?

Your can must be placed as close to the alley as possible. If you do not have alley access, then your can goes out by the front curb.

10. My garbage can wheels have broken, what do I do?

Contact the city offices at (308) 832-1820 to ensure that the repairs will be made as soon as possible.

11. What is my collection day?

12. What if my collection day falls on a holiday?

In most cases your garbage will be collected on the following business day. Exceptions occur when the city offices are closed for more than one day in a row. Please refer to your recycling calendar for the holiday garbage collection schedule or call the city offices at (308) 832-1820.

13. Why wasn’t my garbage picked up?

Either your can was not out when the sanitation truck passed your area, the can was not close enough to the alley or curb or the can had uncollectable items in it.

1. What hazardous wastes are accepted at the dump?

Household hazardous waste can be taken to the Minden Dump located 3.5 miles east of Minden on Highway 6 / 34 on 35 Road. There is no cost involved. The following hazardous wastes are accepted:

• Auto care products (such as brake fluid, deicer, lubricant and sealants)
• Home cleaners and other miscellaneous home items (such as bleach, degreasers, disinfectants, and lighter fluid)
• Pesticides and pet care items (such as animal repellent, fungicide, herbicide, insecticide, flea and tick control and stain / odor remover)
• Landscape and yard debris / items (such as fertilizer, lawn care debris, and swimming pool products)
• Home maintenance items (such as paint, stain, varnish, paint thinner, stripper and adhesive)

2. When is the tree dump and grass clippings dump open and where is it located?

Tree dump site opens for the spring beginning April 3, 2012. The hours are Tuesdays and Thursdays from 4:00 pm - 6:00 pm and Saturdays from 1:00 pm - 4:00 pm.

The Grass Clippings Dump will open March 12, 2012. The hours are Monday through Friday from 8:00 am - 4:30 pm and Saturdays from 1:00 pm - 4:00 pm.

It is located north of Highway 6 & 34 on 35 Road on the east side of the road.

3. How do I report a street light that is out?

4. How do I know if a snow emergency has been declared?

A snow emergency declaration will be given to the local media and posted on the homepage of this website as well as on the city's Facebook page.

7. How often does the street sweeper clean the streets?

The sweeper cleans streets weekly during the spring, summer and fall seasons. The spring starting date and fall ending date is determined by weather and temperatures.

10. What if I am parked on an emergency snow route and a snow emergency is declared?

1. When is the late payment penalty assessed if the 10th falls on a weekend?

The city office collects payments on the first business day after the 10th without penalty. The penalty is assessed after 8:00 am on the second business day after the 10th.

2. How do I get utilities in my name?

Please stop by the city offices and fill out a quick form. Bring your license and utilities deposit. We are located at:

3. What is the deposit for utility account setup?

• Renters: $200
• Home owners: $100
• Businesses: $100
• Landlord deposit: $100

Please note that those who have previously had utilities in their name and not paid their final bill must pay their final bill and a deposit of $300 or more.

4. What is the process for deposit refunds?

A residential customer must make 12 payments in a row by the 10th of the month and then all but $20 of the original deposit will be refunded to their utility bill. The $20 will remain on the customer’s account until they move out of Minden. A deposit of $300 or more is only refundable when the customer leaves the City of Minden. The billing software will automatically recognize when a customer has a good payment history and apply the refund. Customers may make inquiries to 308-832-1820.

Business deposits are only refunded when the business no longer has utilities with the City of Minden. Landlord deposits are non-refundable until the landlord no longer owns any properties in Minden.

5. How do I enroll in budget billing?

Contact the city offices at (308) 832-1820 to get placed on the budget enrollment list. A letter will be sent to those wishing to be placed on budget billing during the beginning of July.

The telephone number for Diggers Hotline of Nebraska is 8-1-1. The call and services are free and can save you liability for damaged utilities you may incur if you don’t call.

8. How do I report a utilities emergency?

Call the city offices at (308) 832-1820 Monday through Friday between the hours of 8:00 am and 5:00 pm. If there is no answer or the office is closed, please call communications at (308) 832-1150 and they will get in contact with the appropriate utilities staff.

9. My water is yellow- and/or rusty-colored, who do I contact?

Please call the city offices at (308) 832-1820 to report the problem. Most likely the fire hydrants in your area are being flushed or need to be flushed. Please run water from all faucets for a few minutes each to alleviate the problem.

10. What are the minimum charges for each residential service?

11. When are the summer rates in effect?

The summer rates take effect on the bill you receive the first of July and continue through the bill due in October.
